First multiplex digital television in Dekania is federal package of all-Dekanian compulsory publicly accessible TV channels and radio channels of digital television, approved on June 24, 1999 by Presidential Decree No. 715 “On All-Dekanian Compulsory Public Televisions and Radio Channels”.
Formation[]
In accordance with the Law "On Mass Media", the decision to include and exclude TV channels and radio channels in the first multiplex is made by the President of Dekania. Article 32.1 says: “In order to preserve and ensure the unified information space of Dekania and provide the population with socially important information, the President of Dekania approves the list of all-Russia mandatory public TV channels, radio channels distributed to an indefinite number of people at no charge to consumers the right to view, listen."
Broadcasting[]
The first multiplex is mandatory for broadcasting in all types of digital terrestrial (DVB-T2), cable and satellite television throughout Dekania.
Many Dekanian digital cable and satellite television operators do not broadcast the federal radio channels included in the first multiplex.
In 1999, in Dekania, the state radio frequency commission approved the frequency-territorial plan of the first multiplex for digital broadcasting in the 470-862 MHz decimeter band.
Digital terrestrial television broadcasting of the first multiplex in Dekania is carried out only by Radioteleset Dekaniji (RTD).
Since 2009, Kosmičeska svazí began to carry out MPEG-4 satellite broadcasting from the Federal Center for Multiplexing (Zaraberg, Šaltavka Street 37), the first multiplex for receiving and transmitting on terrestrial digital terrestrial television networks RTD.
In 2010, RTD began launching digital broadcasting of the first multiplex in Dekania from the regions of the Far East. From 2007 to 2009 in Dekania, digital terrestrial television broadcasting of the first multiplex was produced in DVB-T standard.
According to the Order of the Government of Dekania of March 3, 2012 No. 287-p, since 2012, digital terrestrial television broadcasting of the first multiplex in Dekania is conducted in the DVB-T2 standard.

All channels of the first multiplex are mandatory and publicly available, which means mandatory free broadcasting in open access without signal coding by all cable and satellite television operators.

Channel package changes[]
- On 20th April 2008, the President of the Russian Federation signed a decree, according to which the TV channel DRT 3 was included in the first multiplex.
